​Rev. Fr. Domingo Meneses Salonga, or Fr. "Memeng" as people would call him was born on 4 August 1951 in Manila, Philippines. His father is Atty. Moises L. Salonga, Sr. and his mother is Natividad R. Meneses and is the second out of six siblings.

​His childhood years were already marked with religious vocation. He graduated elementary school in Inmaculada Academy of Malolos, now known as Holy Spirit Academy of Malolos located on the outskirts of the town proper.

​He graduated secondary level in Our Lady of Guadalupe Minor Seminary in Makati and tertiary level in San Carlos Seminary in the same city. He studied theology in San Jose Seminary located in Ateneo de Manila University in Quezon City.


He also took up graduate studies in French Language and Culture in Notre Dame de Vie Cultural Center in Venasque, France and Licentiate in Church History in University of Fribourg, Switzerland.

His previous assignments as a religious priest included being the Spiritual Director and Rector in Immaculate Conception Seminary (1977-1980, 1980-1984), professor of Church History in the same institution from 1989-1995. He became the parish priest of Sta. Monica, Angat, Bulacan from 1991 to 2003, Holy Cross in Gen. T. de Leon in Valenzuela from 2003 to 2010 and Immaculate Conception Parish, Cathedral of Basilica Minore from 2016 until 2021. He also served as the spiritual director of Pontifico Colegio Filipino in Rome, Italy from 2010-2016.

He also held various ministries in the diocese, including being the chairmen of Commission on Formation from 2003 to 2010, the Spiritual Director of Catholic Women's League from 1995 to 2010 and Director of San Diego Parochial School in Polo, Valenzuela since 2017.

Being an experienced spiritual minister, he also facilitated various retreats and activities for seminarians and priests in different dioceses.

He became the parish priest of Barasoain Church, succeeding Rev. Fr. Dario V. Cabral on 8 February 2021.
